In a forward-looking move to strengthen Assam’s research ecosystem, Chief Minister Himanta Biswa Sarma launched the Mukhya Mantrir Jiban Anuprerana Scheme in 2025. This pioneering initiative aims to provide financial support to full-time research scholars, with a special focus on inclusivity for scholars with disabilities.
Financial Boost for Research Aspirants
Under this “Jiban Anuprerana Scheme”, eligible scholars receive a one-time grant of ₹25,000, while differently-abled (Divyang) researchers are entitled to a higher grant of ₹40,000. The financial aid is available to permanent residents of Assam enrolled in public research institutions such as state and central universities. This assistance helps remove monetary hurdles and encourages uninterrupted academic work.
Promoting Transparent Governance: Swagata Satirtha Portal
To complement the research scheme, the government also introduced the Swagata Satirtha Portal, a dedicated platform for streamlining mutual transfers of government employees. This move enhances transparency and efficiency in administrative processes. So far, 9,004 Grade III and IV employees have benefitted, showcasing the state’s commitment to digital governance.
Welfare-Oriented Governance
The Assam government continues to prioritize employee welfare. CM Sarma highlighted that Assam is among the few states offering dearness allowance and relief benefits on par with the central government. Additionally, merit-based, transparent recruitment systems are being strictly followed to ensure fair employment opportunities.
Strengthening Housing and Education Initiatives
As part of its broader welfare approach, the government has also upgraded the Apun Ghar housing loan scheme, doubling the maximum loan amount from ₹15 lakh to ₹30 lakh, addressing growing housing needs. Moreover, the Nijut Moina Scheme offers monthly financial aid to girl students, fostering female education and empowerment across Assam.
