The Union Cabinet has approved the innovative ‘One Nation One Subscription’ (ONOS) scheme to improve access to academic journals for higher education institutions across India. This initiative will consolidate journal subscriptions through a unified platform managed by INFLIBNET.
Purpose of the ONOS Scheme
The ONOS scheme aims to provide seamless access to leading national and international journals. It primarily targets government-run higher education institutions, including universities and colleges, addressing the fragmented journal access landscape.
With a substantial budget of ₹6,000 crore allocated for the next three years, the scheme will run until 2027, ensuring consistent support for academic institutions.
Comprehensive Journal Access
- Coverage: ONOS will provide subscriptions to approximately 13,000 journals sourced from 30 major international publishers across diverse academic disciplines.
- Beneficiaries: Around 6,300 institutions, including government-funded higher education and research institutions, will benefit.
- Objective: The scheme levels the playing field for institutions with limited resources, fostering equitable research opportunities.
Subscription Management and Flexibility
- Centralized Management: INFLIBNET will handle all central payments to publishers.
- Institutional Flexibility: Institutions can use their own funds for additional subscriptions outside the ONOS framework, allowing for tailored access to specific journals.
